California Proposition 3 Voter Guide

Proposition 3 in California seeks to make permanent a temporary income tax increase on the top 2% of earners, originally approved in 2012 and extended in 2016. The measure would preserve higher tax rates, with revenues primarily funding education—mainly K-12 schools and community colleges—and other public services like healthcare and university systems. If rejected, tax rates for high earners would decrease in 2031, potentially resulting in significant annual revenue losses for the state. Supporters emphasize the importance of funding public education, while opponents criticize increased taxes amid state fiscal management concerns.
