Finance Minister Defines Departure Fee Procedures

Finance Minister Defines Departure Fee Procedures

The Lebanese Minister of Finance, Yassine Jaber, issued a decision outlining the procedures and collection methods for aircraft and maritime passenger exit fees. The aim is to unify the licensing and collection mechanisms and facilitate operations between transportation companies and relevant authorities. The decision stipulates fees ranging from $35 per Economy class passenger to $100 for private jets or yachts, which are to be collected along with the travel ticket and displayed separately. Additionally, transporting entities are required to pay these fees exclusively in US dollars, submit monthly electronic reports, and maintain records of flights and passenger data. The fees are applicable to private flights and chartered aircraft within one month of the flight date, with ground service companies at airports responsible for collecting the fees. Foreign companies must also provide an annual guarantee to ensure the payment of due taxes and fees. Twenty percent of the collected amounts are allocated to fund the equipment and maintenance of Beirut Airport. The decision also maintains exemptions for certain individuals and employees and cancels a previous ruling from 2025.
