Ministers withdraw over explosives issue

The article discusses developments in the explosives case in Zahle. A final decision to refer the case to the Judicial Council has not yet been made, due to ongoing debates among ministers. The President of the Republic and the Prime Minister expressed their support for waiting for the results of investigations before making a definitive decision.
