The startup and small- and medium-sized enterprise (SME) financing policy in Tunisia is increasingly focusing on inland regions, aiming to reduce the disparity in access to funding between Greater Tunis and coastal areas. The current regional tours are concentrated on the governorates of Kef, Monastir, Kasserine, and Jendouba to enhance access to investors and banks in these regions. Although Greater Tunis accounts for 80.5% of financing operations and 67% of bank branches, startups in interior regions receive a very small share of invested capital—only 1.8% in 2024. The new policies are based on financial instruments such as the Annafa Fund, which has so far raised €60 million out of a €100 million target, with the goal of providing more funding to innovative enterprises through venture capital funds and direct financing mechanisms. The success of these initiatives depends on the government's ability to channel funding to inland areas and encourage investors to support projects outside coastal cities, with the aim of fostering innovation and expanding the national investment base.
