Warning: Many inmates on UK streets
The report highlights that the electronic monitoring system in Britain is experiencing significant failure. Over 5,000 offenders were not provided with tracking devices during the first half of the year, and 1,600 devices lost contact for more than two weeks due to technical faults, resulting in these offenders not being monitored. The report explains that this poor performance has reduced the effectiveness of the supervision system after release, as offenders often spend a large part of their sentences outside of monitoring, exposing society to greater risks and undermining public trust in the justice system. It calls for increasing staffing levels and improving the sentencing system to ensure effective monitoring, while also ensuring that inmates are not released without proper supervision—especially in light of rising early releases and crowded prisons.
