The Yemeni government has accused the Houthi group of deploying civilian communication networks in the areas they control for military and intelligence purposes. These include monitoring and gathering information, in addition to operating drones and projectiles. The ministry advised citizens not to use these networks for military operations or espionage, warning of the dangers of surveillance and espionage through the networks managed by the group. Control over the telecommunications sector is considered a military and security issue, as it allows the group to exploit it for spying on users and funding military operations. With the deterioration and disruption of internet services in some areas, connectivity is hampered, threatening civilians' safety and hindering humanitarian work and media coverage. Such practices are considered a violation of international humanitarian law.
