Skilled labor shortage risks infrastructure progress

The development and modernization sector in Germany faces a shortage of skilled workers estimated at over 148,000 workers between July 2025 and June 2026, which hampers the implementation of projects worth 500 billion euros aimed at upgrading infrastructure and maintaining climate neutrality by 2045. The main cause of this deficit is demographic changes, as a significant portion of the current workforce is retiring, making migration the most necessary solution to compensate for the future shortfall that could reach 723,000 workers by 2029. The government is working to facilitate the entry of skilled workers from outside the European Union, with an annual migration need ranging between 288,000 and 368,000 to meet labor market demands. Additionally, improving training programs and utilizing part-time employees are proposed to ensure project sustainability and sustainable development.
