Arcadia surrogacy mansion child abuse concerns
Guojun Xuan and Silvia Zhang, a California couple accused of operating a large surrogacy scheme and subjecting their surrogate children to physical abuse, have been charged with conspiracy to commit child abuse and witness intimidation. Authorities allege they ran an overcrowded mansion where they and their nannies allegedly beat and punished more than a dozen children, with some incidents captured on CCTV footage. The couple, who face multiple criminal counts and are held on a $20 million bail, previously faced scrutiny from child services for multiple incidents dating back several years but only recently had children removed from their custody. The investigation is ongoing and includes a federal probe into potential surrogacy fraud and money laundering.
