Higher Education updates transfer rules for technical diploma students in 2026
The Ministry of Higher Education and Scientific Research announced the rules for reducing expatriation and transfers for technical certificate students for the year 2026. Transfers between university colleges will be conducted exclusively through the electronic coordination website, with no paper-based unions. The transfer is limited to one time only. The conditions specify that transfers between equivalent colleges must meet the minimum eligibility and the designated ratio, while non-equivalent transfers require meeting the minimum criteria, adhering to geographic distribution rules, and fulfilling college-specific requirements such as aptitude tests. Additionally, the electronic system allows students to easily submit transfer requests between colleges and institutes, considering capacity limits and overall grades to facilitate fair placement.
