Egypt’s Interior Ministry apprehended the driver in Shubra al-Kheima, Qalyubia Governorate, who appeared in a widely shared video tying a dog and dragging it along the road. The suspect, a laborer with a criminal record, said he had found the dog dead on October 31 and tied it up to take it to an uninhabited area and bury it. Authorities impounded the vehicle and took the necessary legal measures.
