Victorian prisoners may work on road maintenance if Labor is re-elected, as part of a plan to fix 500,000 potholes with increased funding and a new pilot program. Prisoners would perform basic tasks like mowing and graffiti removal to free skilled crews for pothole repairs. Critics argue the plan amounts to cheap labor, with prisoners earning well below minimum wage, and suggest pay and employment links should be improved.
