Iraq Planning Authority Reports Drop in Private Building Permits
Data issued by the Iraqi Statistics Authority showed an 11.4% decline in private sector building permits in 2025, with a total of 25,934 permits compared to 29,279 in 2024. This decrease follows a peak in 2022, which saw 37,442 permits. According to the authority's director, this decline does not indicate an economic slowdown but rather reflects the regulation and stability of the real estate market. Meanwhile, Baghdad maintained its leading position, accounting for 17.5% of all permits, followed by Basra with 12%.
