Articles related to the powers of municipalities, the operational mechanisms of the executive director, and the formation of evaluation and follow-up committees were approved, with the goal of strengthening institutional efficiency and organizing responsibilities more precisely. Additionally, facilitation measures and exemptions were approved to support investment projects, expand the boundaries of municipalities to achieve urban growth and development, and enhance the digital transformation program and activate neighborhood community committees.
