The secret document prepared in 1996, which Benjamin Netanyahureinvented in 2023, outlines an Israeli strategy based on strength and alliances to reshape the region according to a vision that goes beyond the "land for peace" policy. The plan includes calls to form alliances with Turkey and Jordan to confront Syria and Lebanon, and to alter the relationship with the Palestinians by imposing security control and presenting alternatives to Yasir Arafat's system. It emphasizes self-reliance in both politics and the economy. Additionally, it discusses the necessity for Israel to adopt a strategy of deterrence and preemptive strikes, expand cooperation with the United States to reduce dependency on American aid, achieve internal stability, and attain strategic superiority in the region.
