Documents challenge Netanyahu's stance
The new Israeli documents reveal earlier political directives that ordered delaying confrontation with Hamas, relying on deterrence, obstacles, and early warning, in an effort to maintain Hamas as a stable and controlled authority and to avoid making decisive decisions against it in the years leading up to the October 7 attack. The documents indicate that these policies led to the erosion of Israeli deterrence and contributed to the weakening of the principle of military decisiveness, which allowed Hamas to carry out the surprise attack. They also reveal that the responsibility for formulating the national strategy lay with the political level, and that Netanyahu backed away from issuing a clear plan, insisting on portraying himself as a leader aware of the risks, while the documents show that the policies aimed to avoid escalation and delay confrontation to achieve temporary stability.
