Turkish President Recep Tayyip Erdoğan arrived in Azerbaijan on November 8, seeking to ease tensions between the two countries over new school rules banning clothing that violates school-uniform and secular norms, after reports that girls wearing headscarves had been barred from entering some schools. Baku viewed Turkish officials’ criticism of the rules as interference in its internal affairs, while President Ilham Aliyev boycotted a Turkish-Azerbaijani summit in Ankara last month. Erdoğan and Aliyev are due to hold a joint press conference, as the Turkish president stresses the strength of the two countries’ brotherly ties and cooperation.
