Turkish President Recep Tayyip Erdoğan arrived in Azerbaijan on Sunday seeking to ease tensions between the two countries, after Baku adopted school-uniform rules that reports said had barred some girls wearing headscarves from entering schools. Tensions escalated after Turkish officials criticized the rules, which Baku viewed as interference in its internal affairs, while President Ilham Aliyev boycotted a summit in Ankara. Aliyev welcomed Erdoğan in the Fuzuli district, and the two presidents are due to hold a joint news conference.
