The Council of Ministers issued the new Public Procurement and Competition System aimed at enhancing the efficiency and transparency of contracting processes in the Saudi government sector. The system included integrating the Bid Opening and Evaluation Committees into a single committee, developing the method of direct purchase with an increased financial threshold, and expanding contracts through limited competition and contracts with practitioners of free professions. Additionally, the system facilitated procedures and expanded the authorities of government heads, emphasizing the timely payment of dues to ensure project financing and meet the objectives of Saudi Vision 2030. It also focuses on stimulating the private sector and improving the sustainability of public finances.
