Saudi Arabia successfully transitioned from being ranked 107th globally to leading in digital readiness and regulatory indicators within less than a decade. This achievement was driven by integrated strategies based on developing digital infrastructure, designing advanced government service systems, and bolstering the digital economy through data centers and artificial intelligence technologies. The coverage of fiber-optic networks increased from one million homes in 2017 to 5.8 million homes by the end of 2025. Additionally, 86% of the population is now covered by 5G networks, reflecting positively on the kingdom's ranking as the top global performer in the digital readiness index for 2025, with the digital economy contributing 16% to the gross domestic product. These accomplishments are supported by a developed regulatory and legislative environment and highlight the strength of the infrastructure, further establishing Saudi Arabia's excellence in international government performance rankings and its status as a major player in global digital transformation.
