Decree No. 167 was issued in 2026 by the interim President, Ahmed Al-Sharj, establishing exceptional provisions for academic advancement of university students for the 2025-2026 academic year. The decree stipulates that students may be promoted to the next academic year if they have completed ten or fewer courses (whether administrative or non-administrative), with special exceptions for the faculties of Architecture and Fine Arts. It also permits final-year students who have up to eight courses passing the second exam to apply for a supplementary exam, aimed at supporting their academic progress and facilitating their educational journey. The Minister of Higher Education confirmed that the ministry will undertake necessary procedures to ensure the effective implementation of the decree.
