Syria revokes Notification 17 and restores local authorities

The Ministry of Local Administration and Environment in Syria announced the cancellation of Notification No. 17 issued in 2023, and the reinstatement of legal procedures in accordance with Legislative Decree No. 5 of 1982. This decision allows administrative units to resume issuing master plans, building regulations, and their amendments. It also promotes the principle of decentralization, accelerates planning procedures, attracts investments, and empowers citizens to object to regulatory decisions and modify their property classifications.
