The German government, led by Chancellor Friedrich Merz, is planning to carry out major reforms to the Federal Intelligence Service (BND) to enhance its capabilities in facing growing threats. These reforms include authorizing more daring operations such as sabotage, cyberattacks, and infiltrations, which were previously limited to intelligence gathering due to historical restrictions. This move comes in the context of escalating threats from Russia and foreign powers aiming to destabilize Germany, especially following the drone incident in the Leipzig region. The reform, which requires parliamentary approval, aims to enable intelligence agencies to respond more effectively to hybrid threats, with increased funding, support for artificial intelligence technologies, and rapid response capabilities, all to further strengthen Germany’s security.
