Decree No. 4 Ends Local Communities Code
The decree No. 4 issued on September 30, 2026, abolished the provisions of the Tunisian Local Communities Code, including the basic law No. 29 of 2018, which comprises 400 articles, along with all texts that conflict with it. The decree comes into effect immediately upon the announcement of the results of the first municipal council elections to be held after its issuance and remains in force until those elections are organized, as the provisions of Decree No. 9 of 2023 regarding the dissolution of municipal councils continue to be valid. The decree outlines the organization, structuring, and powers of municipal councils, including administrative tasks, committees, financial regulations, and municipal districts. It contains nine titles that cover organizational details and transitional procedures related to municipal councils.
