The International Federation of Football Associations (FIFA) plans to modify the rules for the coin toss before penalty kicks in the World Cup. Instead of two separate coin tosses at the start of each penalty shootout, there will now be only one coin toss from the knockout stages onward. The change will grant the winning team captain the choice to decide whether their team will take the first penalty or which goal to shoot at, instead of choosing between kicking first or selecting the goal after two independent coin tosses. The implementation of this new rule is subject to approval by the FIFA Council, and it remains unclear whether it will be adopted in other tournaments.
