The framework agreement between Israel and Lebanon aims to define the Lebanese Army's responsibility for controlling southern Lebanon after disarming non-state groups, including Hezbollah, in order to facilitate the gradual Israeli withdrawal from the region. However, the agreement faces internal Lebanese opposition and is viewed as reminiscent of the 1983 agreement, with the risk of prolonged Israeli presence in southern Lebanon. The main points of disagreement are considered to involve the feasibility of implementing its provisions, especially since most analyses suggest that the agreement shifts the burden of responsibility onto Lebanon and paves the way for a permanent Israeli military presence in the area.
