The article discusses an Israeli plan aimed at relocating nearly 1.86 million Palestinians from the Gaza Strip over a seven-year period through the implementation of "voluntary migration" programs. These programs include providing support for travel, residence, employment, and vocational training. The plan requires an Israeli investment of $3.1 billion and a total proposed funding of up to $15.6 billion from multiple countries. The plan faces significant obstacles, including the lack of a ready recipient country to accommodate Palestinians, previous unsuccessful negotiations with African nations, as well as Arab and legal rejection. Arab states and legal authorities regard the plan as a violation of international law, emphasizing the unity of Palestinian territories and advocating for a two-state solution. While the Israeli government insists on executing the plan, the international community strongly opposes it, considering forced displacement illegal and a threat to peace and stability in the region.
