China urged the European Union to review the proposed discriminatory provisions in the 2026 Public Procurement Act, which includes "European Preference" criteria and mandates non-market considerations such as security in the evaluation of bids. These measures could lead to the exclusion of companies from third countries and undermine market transparency.
