US-European Strategy for Ukraine Peace
The United States and Europe are working on drafting a joint plan to end the war in Ukraine, which involves a regional settlement in exchange for a security assurance package and economic gains for both Kyiv and Moscow. The plan includes funding for the reconstruction of destroyed areas, security guarantees whereby the West commits to military defense of Ukraine if Russia attacks again, as well as Russia's economic reintegration with Europe and a ceasefire along the current frontline, with territories controlled by Russia remaining under its control. The main obstacle is Kyiv's acceptance of halting military operations while Russia retains its occupied regions, especially in Donbas—a condition that is difficult to achieve—amid public disagreements between Zelensky and Trump regarding Ukrainian attacks on Russian oil refineries. It is expected that the plan will require regional concessions from both sides.
