The attack on the Hamoud Church in Karak and the assault on a security officer outside the Sri Lankan Embassy in Amman—both involving men previously convicted in terrorism cases—have renewed scrutiny of the effectiveness of rehabilitation and post-release monitoring. The embassy attacker was released after serving a nine-year prison sentence, while the main suspect in the church attack was sentenced to seven years in prison. Experts say the recurrence of such incidents calls for rigorous security and ideological assessments before release, stronger follow-up afterward, improved rehabilitation programs, and better coordination between institutions. They also warn about the influence of the digital sphere and the possibility that prison environments may deepen extremism among some inmates. Although Jordan’s score on the Global Terrorism Index fell from 2.913 in 2024 to 2.268 in 2025—a 22.1% decrease—the article notes that the index does not measure how effectively released prisoners are rehabilitated or how many plots are foiled. It also points out that the score rose by 0.105 points between 2015 and 2025.
