The African National Congress, the party associated with Nelson Mandela that has dominated South African politics for more than 30 years, suffered a setback in local elections. With 98% of the votes counted, it had won 30.95%, compared with 24.56% for the Democratic Alliance, and had lost its majority in six of the country’s eight major metropolitan areas. The Democratic Alliance is leading in Pretoria and Johannesburg, amid expectations that it will form a coalition to govern the two cities and exclude the ANC.
