Top 10 figures involved in crimes against Syrians

Ali Kiyali, known as "Meraj Oral," one of the most prominent figures involved in massacres and crimes against Syrians, has been detained following the fall of the Assad regime. Oral is commonly referred to as the "Butcher of Baniyas"; he participated in many massacres, including the 2013 Beda massacre which resulted in the death of over 450 civilians, and the 2012 Hula massacre where 111 civilians were killed, mostly women and children. Oral belongs to an armed organization of the "Shabiha" and was previously detained in Turkey on charges related to explosions and theft before fleeing to Syria and joining the Syrian army. He later emerged as a leadership member of the pro-regime forces known as the "Faction Forces." His arrest is considered an important step in the path toward transitional justice in Syria, as he is regarded as a symbol of widespread violations during the war, and he is expected to be brought to trial to be held accountable for his crimes.
