Hebron Mayor Yusuf al-Jaabari warned that the occupation is seeking to extend its control over new areas of the city, where settlements lie at its heart—particularly in the Old City and its surroundings. He said the expansion is taking place through further divisions, amid harsh humanitarian conditions and a policy of collective punishment. Infrastructure has been damaged, and residents have been displaced from their homes. He added that the municipality’s limited resources, amid the Palestinian financial crisis, are hampering efforts to maintain public facilities and assist residents.
