The study focused on interpreting Iran's behavior in the Strait of Hormuz, emphasizing that Iran's internal situation and the weakness of local governance—especially in peripheral areas with Arab and Baloch minorities—play a key role in escalating tensions in this strategic maritime corridor. The research introduced the concept of “Parasitic Sovereignty,” which explains how official institutions are exploited to serve political objectives without undermining the appearance of legal sovereignty. This allows for the production of calculated maritime risks, such as maneuvers and protests, to raise shipping costs and increase political control, all without resorting to a complete closure of the strait. The study confirmed that the stability of the Strait of Hormuz depends on addressing internal factors—such as improving governance and strengthening political legitimacy—as well as geopolitical factors, in order to reduce maritime coercion motives and enhance regional stability.
