The Syrian authorities succeeded in "eliminating" Firas Abdul Karim Hamoud, known as "Al-Khal," who held the position of commander of the special forces in what is known as "Division 25" during the Assad regime. This occurred after an armed clash in the city of Saffita in the Tartous countryside. The Syrian agency "SANA" reported that the operation was carried out in cooperation with the Counter-Terrorism Directorate after locating his hideout. Hamoud refused to surrender and opened fire on security forces, which led to him being engaged and neutralized. Hamoud was linked to rebellious leaders from remnants of the regime and lawless groups in the coastal region, and was involved in armed operations targeting government institutions, resulting in the deaths of security personnel and military members. He also attempted to form armed groups to target government offices and civilians.
