The article addresses political and security developments in Lebanon, including the challenge lodged by the President against Article 3 of the banking restructuring law, which surprised government authorities due to its technical rather than constitutional nature. It also discusses the negotiations with the International Monetary Fund, with the Lebanese side affirming that talks are progressing properly, and an IMF team expected in November to prepare for a financial agreement. Additionally, there are discussions about strengthening the state's presence in southern Lebanon through projects and the revitalization of institutions, despite the lack of final security guarantees, with a focus on establishing sovereignty and military presence. The article also mentions the demand to form an international force under the UN umbrella to support the Lebanese army, with a U.S. understanding on the matter. It highlights the importance of evaluating the army’s performance through an impartial committee, and proposes including Italy and Switzerland in this committee.
