Lebanon: Council of State rejects ban on fines against ex-Ministers
Press reports circulated that the State Shura Council in Lebanon rejected the former Communications Ministers' requests to halt the enforcement of decisions by the Audit Court, which imposed fines amounting to millions of dollars. This keeps these fines in effect and allows for their collection procedures to continue in favor of the general treasury. The Audit Court's rulings were issued in November 2025 and included fines against several ministers for violations related to renting and purchasing buildings, as well as financial misappropriation. The fines ranged from $4.9 million to $11.3 million, with one minister's case having a stay of execution. These ministers filed appeals before the State Shura Council to annul the decisions, but the council rejected the stay requests, leaving the rulings in force, pending final judgments on the appeals that will determine the fate of the objections. The fines remain enforceable until a final ruling is issued.
