A federal court in the United States ruled that the U.S. Department of Energy's retention of the J.H. Campbell coal power plant in Michigan is illegal, despite its previous decision to shut it down. The court explained that federal energy law only allows the issuance of emergency orders in situations of extreme necessity, and there was no real emergency justifying the continued operation of the plant. This obstructed the secretary's decision, who used emergency powers to ensure the ongoing supply of electricity. This case exemplifies regulatory challenges between environmental policies and energy needs, as the court upheld the decision to cease operations after rejecting the unwarranted use of emergency powers.
