Tunisians and the third card demand
The Tunisian Consulate General in Dubai announced that UAE authorities will require, starting October 26, 2026, the submission of a good conduct and behavioral certificate (Card 3) when applying for new work visas. This requirement applies to Tunisians wishing to work in the UAE, with a 45-day grace period granted for those already in the country on visit visas who want to regularize their status. The report also indicated that several European countries, such as Spain, require long-term criminal background certificates for students and workers intending to stay and work for more than 180 days, with procedures varying from country to country. It is necessary to verify the required documents through the respective embassies. This confirms that the requirement to submit a criminal record certificate is used in multiple countries, but it varies depending on the type of visa and the country's requirements, and it is not a universal condition for all visa types or all countries.
