The Libyan Presidential Council is experiencing internal disagreements over the appointment of a new head for the General Intelligence Agency. The head, Mohammed Al-Minfi, unilaterally appointed Abdel Majid Mliqta instead of Hussein Al-Aaib, despite the lack of an official announcement of the dismissal. Statements by Council members, especially Mousa Khony, emphasize that appointments must be decided collectively during official meetings, and that sovereign powers, including the leadership of intelligence, require consensus within the council in accordance with the Skhirat Agreement signed in Geneva in 2021. Tensions are escalating between Al-Minfi and his two deputies, reflecting a divided council facing security and judicial repercussions following an assassination attempt on Mliqta in June 2024 and a court ruling that sentenced seven defendants in the case.
