The authorities in eastern Libya have focused on implementing programs to rehabilitate prisoners accused of belonging to ISIS and other extremist groups. These programs include ideological and doctrinal reviews, featuring sessions with religious scholars and preachers aimed at dismantling extremist beliefs. Strict measures are also applied to hardcore militants concerning security and psychological assessments. Additionally, there is continuous monitoring and verification of the legality of detention, with coordination efforts to transfer foreign fighters and their families back to their home countries through diplomatic channels. However, amnesty decisions do not include terrorists or individuals accused of murders connected to ISIS. Libyan prisons, especially after the destruction of detention centers during clashes with the organization, have faced significant challenges. Special committees have been established to ensure detainees’ rights, along with implementing legal and security measures to reduce the risk of extremists returning to violence.
