The article addresses the failure of negotiations between the Iraqi government and armed faction groups that refuse to disarm by the September 30 deadline, as the withdrawal of American forces from Iraq approaches. Faction leaders, such as those of the Nujaba Movement, insist on not adhering to the timetable and on retaining their weapons, which they regard as a core tenet and “sacred” to their beliefs. Meanwhile, the Iraqi government affirms that no force in the world can break the will of its people or undermine the resilience of its institutions. Statements suggest that the decision to restrict weapons to the state’s exclusive control is almost settled, but implementation faces political challenges and is affected by the regional and international balance of power. The negotiations continue, but they have yet to make decisive progress.
