Chinese authorities have approved a new decree that expands their powers to restrict citizens' and foreigners' right to travel. It grants them the ability to prevent individuals from leaving the country for up to three years, based on activities they consider threats to national security or national interests. The decree includes provisions enabling authorities to impose travel restrictions based on vague classifications of risks associated with certain regions or countries. It also allows them to withhold the reasons for these bans, making it difficult for individuals to understand the grounds for the restrictions imposed on them. Human rights organizations have expressed concern that these measures could lead to violations or arbitrary use of surveillance powers, further tightening restrictions on individuals' freedom to travel, and broadening measures that were previously imposed mainly on minorities and opposition figures.
