Jordan's Deputy Prime Minister Walid Al-Masri emphasized that modifying municipal boundaries or annexing areas requires a thorough study of social conditions, demographic composition, and financial and administrative costs. He explained that the decision to expand or restrict municipal boundaries depends on the recommendation of the administrative governor, who has knowledge of the social fabric and the social impact of such adjustments. Additionally, Article 15 of the Local Administration Law Draft mandates that the Cabinet study the municipality's capacity to provide services before any modifications are made. Al-Masri confirmed that decisions should be backed by studies and recommendations to ensure social and financial considerations are taken into account. He also stressed that municipalities are affiliated with the executive authority and are not independent entities, and that the Ministry of Local Administration supports and supervises their procedures, aiming to empower them financially and in service provision.
