Libya House and State Council Dispute
The Libyan Parliament has enacted laws and amendments related to the elections, including laws for electing the head of state, the House of Representatives, and the High National Elections Commission. It also approved the "4+4" agreement and restructured the Commission. This move has raised concerns from the State Council, which insists on holding general elections, reflecting deep divisions between Libyan institutions and tensions over managing the transitional phase. Analysts believe that the conflict is more significant than the legal texts themselves and that it is unclear whether these efforts will lead to genuine institutional consensus or remain just attempts to bypass political deadlock.
