Hamas still retains an effective ability to manage parts of the Gaza Strip and influence the lives of its residents, despite three years of war. Previous Israeli security officials estimate that Hamas earns daily revenues ranging between two million and five million dollars through levying taxes on goods, confiscating humanitarian aid, and selling products at high prices. The movement uses these resources to create a state of dependence, exert influence through power and an unspoken system, transitioning from an official government model to a secret decentralized governing arrangement. Despite the challenges, assessments indicate that implementing a U.S. plan to promote stability is essential, along with the need to dismantle Hamas's sources of influence to support the Palestinian Authority as a possible alternative.
