Qatari Electricity Save Plan and Lebanon's Role
The article discusses a Qatari plan to rescue Lebanon's electricity sector through a large-scale investment project aimed at developing infrastructure and producing electricity more steadily and at a lower cost. The project includes upgrading transmission and distribution networks and adopts a Build-Operate-Transfer (BOT) model, where Qatar will finance, implement, and operate the project without Lebanon bearing upfront costs. Lebanon is required to complete legal and regulatory procedures, improve the management of the Electricity Authority, and establish appropriate tariffs that consider economic and social conditions. The goal of the project is to address the issue of low production and achieve significant energy savings, while ensuring transparency and implementing necessary reforms to attract international investments.
