Lieutenant General Jalal Kamel Saqr, the commander of the 18th Infantry Brigade in the former regime forces, was arrested in Latakia on charges of participating in war crimes and arbitrary arrests during the Syrian revolution. Investigations revealed his involvement in military operations against civilians in Damascus and Eastern Ghouta, as well as his supervision of arrest campaigns in Daraa. He previously served as the Chief of Staff of the 14th Division and as its deputy commander, then led it until mid-2016, before being dismissed in May 2017.
