Russian President Vladimir Putin has issued his fourth decree this year to increase the maximum number of Russian military personnel to over 2.44 million soldiers, an increase of more than 15,000 troops from previous figures. This move comes amid the ongoing war with Ukraine, now in its fifth year, as Russia prepares for a difficult winter believed to be aimed at mobilizing additional forces and strengthening the military front. This step is part of Moscow’s efforts to bolster its forces, despite varying expectations regarding the effectiveness of this increase, especially given the rising losses on the front lines and Western reports suggesting Moscow is preparing to call up more soldiers. It is believed that this move is part of a long-term strategy and Moscow’s endeavors to expand its army amid tensions with NATO, relying on mobilization, recruitment, and initiatives to boost recruitment efforts.
